We need to update the Classroom Dashboard to reflect the addition of Behavior Plans within the Behavior Tools for Tier Level 3.
Who will see Create Behavior Plan link and who will see Request Behavior Plan link since not everyone can create a behavior plan?
User Stories:
As a teacher with my own classroom, I need to create a formal behavior plan for my Tier 3 student so that I can provide intensive supports to my students who are most in need.
As a teacher who does not have permission to create behavior plans, I need a way to view behavior plans already created for students in my classroom so that I know what I need to do to implement those plans.
As a teacher who contributes to the creation of behavior plans, I need a way to see when a behavior plan is in the draft state so that I can contribute to the collaborative discussion when I view the plan.
Acceptance Criteria:
Given I am a User with access to either Behavior Support OR MTSS interventions (all tools or Behavior Plans enabled) and I have permission to Behavior Support > View the View Plans button.

Business Rules:
Users with access to Behavior Support OR MTSS interventions (all tools or Behavior Plans enabled) and have permission to Behavior Support > View the View Behavior button.
Users with permission to View classrooms will see Behavior Tools as part of the left side navigation.
Users belonging to an account that has purchased Behavior Support and who have permission to View Behavior Support will see this area.
Users who click on Behavior Tools from the left side navigation are taken to the Behavior Tools Screen where Tier 3 has Behavior Plans as an option.
Users with permission to Create Behavior Plans will see Create Behavior Plan view. (See View Behavior Plans)
Users without permission to Create Behavior Plans will see Request Behavior Plan view. (See View Behavior Plans)
