We need to add a language selector for the student center.

Design
When a student access a quiz in the student center, they will see a language selector on each quiz page.
Clicking on Espanol will change the language of the quiz to Spanish
Clicking on English will change the language of the quiz to English.
Business Rules
The default language will be English
If the student changes the language to spanish, this setting will remain for all questions/quizzes unless the student changes the language back to English.
The language selector will only show for quizzes with a spanish translation available. If no spanish translation is yet available, we will show the quiz in English and the selector will not show for that quiz.
