As an Admin or Teacher, I need to see a starting screen for each student who does not yet have any goals that are Current, Future, Archived or Mastered so that I will know I am at the beginning step for creating goalsperuse different libraries so that I can find the goal(s) that are right for the selected student(s).

Workflow Description
From the Empty State for the Student’s Goals and Analytics page, select +Add Goal blue button (temporary path) to reach the ‘Select Goal Library’ pop-up
From the Student’s Goals and Analytics page, select +Add goal link (replacement path after initial goal has been created and the initial tracking data entered) to reach ‘Select Goal Library’ pop-up.
User selects the Library the wish to peruse for goals by clicking on it.
