We need to add incident reports to the family portal for custom family member roles. This will not be available as a default.

Design
In the Family Portal, we will show a link to Incident Reports in the Behavior section
When the user clicks Incident Reports, they will see a list of all incident reports for the student.
Clicking on View Report will display a the incident report.
Clicking the X will close the report.
If there are no incidents reported for the student, the user will see a message stating there are no reports to show.
Business Rules
Users with a family member role type and permission to View Incident Reports will see this section.
Only approved reports will show in the family portal.
If the report contains information for other students, the first and last name of the other student will be redacted.
Reports will be listed by date, with the most recent report at the top of the list.
We will list up to 10 reports per page.
