Overview (Deliverable)
Create an Inactive tab on the Student’s Goals and Analytics page for each student. The Inactive Tab will include goals that are for Future Tracking, Mastered, and Archived.
User Story:
As an Admin or Teacher, I need to see Goals that are not currently being tracked so that I can keep track of goals that have been Mastered or Archived for each student and goals that I will be tracking in the future.

Inactive Tab
Future and Mastered tabs are removed from current functionality and replaced with one tab: “Inactive”
A new status: “Archived” is created for goals.
Inactive Tab contains goals that are in the following statuses: Future, Mastered, Archived
User clicks on Inactive tab to show list of Inactive goals

‘Based on’ identification
TBD: Do we want to include this? It was a feature request for Skills customers but we may need to extend it to Goal-Intervention Bank and it may not be worth it
