We need to make a change to the menu in Classrooms and add a classroom behavior tools area

User Story
As a user, I need a way to access Incidents, so that I can document and monitor student behaviors inside and outside the classroom.
UI
We need to remove Record Incidents from the classroom menu and replace it with Behavior Tools.
We need to remove Quizzes since we added quizzes to assignments
For accounts with SEL and Skills only, we will show a link for incidents in classroom and then take them to the incident classroom list.
When users click on Behavior tools they will see the new behavior tools area within classroom
We will add behavior tools to the dropdown as well for classrooms
Acceptance Criteria
Users with permission to View classrooms will now see Behavior tools
Users with access to MTSS Interventions (All Tools or incident report enabled) and who have permission to View Behavior Support will see this area.

View Incidents
User Story
As a user, I want to be able to see all incidents for my classroom in one area so that I can keep documentation and monitor student behaviors and decide next steps for students.
UI
If users click on Incidents in Tier 1, 2 or 3, they will see the classroom incidents list.
Users can filter by all locations or locations used in the logged incidents for students who are assigned to the given classroom
We will at a “Created by” column that will display the name of the team member who created the incident report
Users can check the box to see outside incidents logged (incidents created by other team members) for the given classroom.
The list will display all incidents for students in the classroom
Acceptance Criteria
Users can view incidents list by visiting Classroom > Behavior Tools > Incidents
SEL and Skills only accounts will see Incidents link on classroom dashboard
SEL and Skills only accounts will NOT see Behavior tools link on classroom dashboard
Location filter should be All, then default and custom locations logged for students from classroom in alphabetical (ABC) order
The default is unchecked for the Show All checkbox, to show only incidents logged by the given Team Member(s) for the specific class they are viewing. (See image: Show All unchecked)
Given the Show All checkbox is unchecked and the user is the only educator assigned to the classroom, then they will only see their own name in the Created By column.
Given the Show All checkbox is unchecked and there are two educators assigned to the specific classroom, then they will see incidents logged by both team members in the Created By column.
If the admin enters the classroom section and the Show All is not selected, they will only see incidents logged by team members in the given class.
Given the admin user wants to view all incidents logged for students in that class by all team members, they will click to select Show All.
Given the user checks the Show All checkbox, then they will see all incidents logged by other team members for students from the classroom in alphabetical (ABC) order. (See image: Show all checked)
