We need to move navigation menu to the top so functionality is more obvious.

Design
Navigation items will be common to the district:
Dashboard (clicking Dashboard will take the user to the admin reports)
My Tools (Clicking My Tools will take the user to a modified version of the current main dashboard - see https://rethinkautism.atlassian.net/wiki/spaces/EDU/pages/1074593914 page)
Students (clicking Students will take the user to the new https://rethinkautism.atlassian.net/wiki/spaces/EDU/pages/1071907072 page)
Account Setup (clicking this will take the user to account setup)
Help (clicking this will take the user to Help)
This replaces the side navigation menu
Business Rules
These navigation items will show when logged in and viewing the district or a region
Applicable to users marked is admin role
