We need to move navigation menu to the top so functionality is more obvious.

Admin View
Design
Navigation items will be common to the district:
Dashboard (clicking Dashboard will take the user to the admin reports)
My Tools (Clicking My Tools will take the user to a modified version of the current main dashboard - see Program Tools (Admin UI) page)
Students (clicking Students will take the user to the new My Students page)
Account Setup (clicking this will take the user to account setup)
Help (clicking this will take the user to Help)
This replaces the side navigation menu
Business Rules
These navigation items will show when logged in and viewing the district or a region
Applicable to users marked is admin role
